that's about one week of spending in washington, d.c. the problem is we've got 51 weeks of over-spending. we can talk about raising taxes, but we've got to you grow the economy. if you raise taxes on small businesses, you raise taxes on farmers and ranchers in my district, that's going to cripple small businesses. i'm not worried about ge. they've got a seat at the table at the white house. i'm worried about the small guy that's going to get hammered that don't have a lesion of tax attorneys. so i believe we need a fundamental tax reform. i thif the president agrees with that, as well. >> if you're worried about the debt, and i think we have to deal with the debt, according to the congressional budget office, you'd pick up $950 billion over 10 years by just letting the tax cuts for the rich or those making over 250 a year go for 10 years, you have 9$950 billion covered right there. that's a huge step towards the deficit. >> when you have a trillion dollars of excess spending in one year, what are we going to do for the other nine years?

what we saw yesterday was fancy accounting by washington officials. we don't have serious spending cuts. even for argument's sake, if we gave the president all of the tax increases that he wanted, putting that all out there, we're still looking at a trillion dollar deficit each year. we have to have serious spending cuts and that has to go hand in hand if he wants to look at there are other ways to put revenues on the table, capping deductions, closing loopholes. those are ways we can put revenue on the table but we have to have, as they said all along, a balanced approach. i'm with joy, i hope there's more progress going on behind the scenes than publicly, because we need to get this resolved. >> ari, the white house also reportedly threw in these spending cuts from $400 billion to $600 billion. also just as well as this promise to achieve corporate tax reform. i want to give everybody the speaker's response yesterday and then press secretary jake carney's responsibe. >> where are the president's spending cuts? the longer the white house slow walks t

that court case began this weekend in washington. they argue the filibuster is illegal because it infringes on what they see as a constitutional guarantee of majority rule in congress. the court system has never before entered into the senate's internal role making, and quite frankly, it is unlikely to do so now. but they're trying. the other track is in the senate. majority leader harry reid keeps threatening to change the rules. he says it will happen at the very beginning of the next congress. the very first item on the agenda. the main idea under consideration, the main way to change the rules comes from oregon democrat jeff merkley. if you want to filibuster, you can't say 60 vote rule, too bad. can't vote on that. you actually have to go down and hold the floor and talk and talk and talk and talk all night and for days and for weeks. you need to work for it. there is merit to this idea. it would make filibusters harder on the minority. it would make them more transparent to the public. it would make them less likely on popular
